Assigns a share of a hotkey's stake weight on a subnet to child hotkeys. This replaces the hotkey's whole list of children on that subnet, and submitting with none removes them all. Sets the percentage a child hotkey keeps from the emissions it earns through its parents.

Sets your validator's take from delegator emissions. The chain raises and lowers the take with separate calls; Actions picks the right one from the hotkey's current take. Increases are rate-limited.
